									<p><span style="font-weight: 400;">臺灣民眾通常較為熟悉中國、日本、南韓觀點，卻不知</span><span style="font-weight: 400;">太平洋島國論壇（</span><a href="https://www.forumsec.org/"><span style="font-weight: 400;">Pacific Islands Forum</span></a><span style="font-weight: 400;">）之所以強烈反對福島核廢水入海，原因在於自二戰結束後，</span><a href="https://www.theguardian.com/world/2020/oct/25/now-that-nuclear-weapons-are-the-pacific-demands-truth-on-decades-of-testing"><span style="font-weight: 400;">太平洋島國地區的人民和環境</span></a><span style="font-weight: 400;">一直是美國、英國和</span><a href="https://www.bbc.com/news/world-europe-56340159"><span style="font-weight: 400;">法國</span></a><span style="font-weight: 400;">等強權核武試爆計畫的受害者。</span></p><p><span style="font-weight: 400;">太平洋島國論壇是由澳洲、紐西蘭、斐濟、吐瓦魯、巴布亞新幾內亞、吉里巴斯等18個太平洋島國所組成的跨政府組織。由於會員國與海洋生態休戚與共，論壇遂委請核工、高能物理、海洋化學、生物化學、海洋生物學、海洋學等學者組成科學委員會，評估排放福島廢水之事。（以下簡稱科委會）</span></p><p><span style="font-weight: 400;">該論壇的秘書長Henry Puna直陳，論壇自成立以來，就一再呼籲日本和其他核電國家，停止在太平洋傾倒核廢料。日相中曾根康弘曾於1985 年承諾，日本會正視該論壇的要求，不會在</span><span style="font-weight: 400;">太平洋傾倒放射性廢棄物。現今種種跡象顯示，</span><a href="https://www.theguardian.com/commentisfree/2023/jan/04/japan-must-work-with-the-pacific-to-find-a-solution-to-the-fukushima-water-release-issue-otherwise-we-face-disaster"><span style="font-weight: 400;">日方無意遵守承諾</span></a><span style="font-weight: 400;">。</span></p><p><span style="font-weight: 400;">日本排放的核廢水中，氚的濃度一直是爭議焦點。氚是氫的同位素，含氚的水與普通的水化學特徵幾乎相同，所以無法經由日方所說的「</span><span style="font-weight: 400;">多核種處理系統</span><span style="font-weight: 400;">（Advanced Liquid Processing System ALPS）」除法。  日方堅稱，使用海水稀釋核廢水，使氚的含量降低到管制標準的1/40，此時核污水中所含氚的濃度，對環境和人體就不會構成危害。</span></p><p><span style="font-weight: 400;">然而，論壇科委會指出，氚只是福島核廢水的其中一種核種，至今仍未有獨立專家，就福島第一核電廠現場所有儲水槽的輻射污染物進行全面評估和檢驗。</span></p><p><span style="font-weight: 400;">負責數據分析的科學顧問</span><a href="https://sites.middlebury.edu/featurednews/category/midd-points/"><span style="font-weight: 400;">Dalnoki-Veress直陳</span></a><span style="font-weight: 400;">，與東電交手的經驗，使人覺得，該公司毫不在乎科學證據。對於科委會要求東電提出現場1000個儲水槽的核種數據時，該公司一再推託。兩個月後，終於寄來凌亂的表格。Dalnoki-Veress形容：「這就像一個學生毫不費力地交出了一份寫得不好的作業」，並表示「這太令人不安了」。</span></p>								</div>

									<p><span style="font-weight: 400;">此外，由於日方不知儲槽內核種及其濃度，在此情況下，核廢水入海的計畫根本無法與其他可能方案，包括蒸汽釋放、強化的氚去除技術、地質掩埋等等方案相互比較。</span></p><p><span style="font-weight: 400;">東京電力於其放射性影響評估報告表示，稀釋率會是100倍。科委會所估算的稀釋率平均為250倍，有些儲槽的稀釋率則高達1000倍。</span></p><p><span style="font-weight: 400;">科委會認為，福島核電廠災難並非史上首次核災，自然也不會是最後一次。但福島當前情勢，卻賦予日本一改前非的機會。由於氚的半衰期為12.3年，核廢水如果能置放於儲水槽內40年至60年，場中超過90%的氚將會消失，如此一來風險會明顯降低。</span></p>								</div>

									<p><span style="font-weight: 400;">此外，當官方大談氚的稀釋時，卻忽略非氚放射性核種的劑量係數。劑量係數是劑量的衡量標準，或放射性水平的指標。這些放射性污染物進入海中，會累積於海底沉積物和海洋生物，對局部積累具有更高的親和力。</span></p><p><span style="font-weight: 400;">浮游植物是海洋中自由漂浮的微生物，會吸附、積累水中的核種，包括氚和碳14。由於浮游植物為海洋食物網的基礎，當海洋生物以浮游植物為食，污染物並不會因此分解，而是在生物體的細胞中，在各類無脊椎動物、脊椎動物體內積累。海洋沉積物猶如核種的儲槽，並為底棲生物提供傳播輻射污染的途徑。</span></p><p><span style="font-weight: 400;">而核廢水中銫137的半衰期為30年，碳14的半衰期超過5,700年。一旦放射性物質進入人體，包括釋放能量相對較低的輻射物質（β粒子），會增加人體罹癌的風險，並造成細胞與中樞神經系統的損害。</span></p><p><span style="font-weight: 400;">科委會認為，核廢水入海的期程不只30年。如果加入在此期間，繼續累積的核污水，影響所及不僅是整個太平洋地區的人民和國家，更會跨國界和跨世代。我們所呼吸的氧氣，約莫有一半為海洋所提供。此外，海洋提供食物、就業、能源、航運、文化交流、自然景觀，乃至於生物多樣性。海洋儲存地球近1/3的二氧化碳。因此，任何蓄意釋放有害物質的計畫都必須考量海洋之於地球生態的價值。由於海洋為全球共有，日方在未能提出可昭公信的數據，供各國檢驗前，根本不應強行排放核污水入海。</span></p>								</div>

									<p>核污水先儲存在核電廠內1,000多個不銹鋼儲水槽，日本針對核污水研發一種名為「多核種處理系統（<a href="https://www.iaea.org/topics/response/fukushima-daiichi-nuclear-accident/fukushima-daiichi-alps-treated-water-discharge/faq" target="_blank" rel="noopener">Advanced Liquid Processing System ALPS</a>）」。經由沉澱、吸附與物理過濾等階段，完成除污。據日本政府說法，該系統為一種特殊抽水和過濾系統，利用化學反應從輻射水中去除62種放射性核種，經除污的水均符合日本政府的排放規定與國際放射防護委員會的建議。</p>
<p>但該系統無法從受污染的水中去除碳14和氚。無法去除氚的原因在於，氚是氫的同位素，含氚的水與普通的水（一氧化二氫）<a href="https://www.iaea.org/topics/response/fukushima-daiichi-nuclear-accident/fukushima-daiichi-alps-treated-water-discharge/faq" target="_blank" rel="noopener">化學特徵幾乎相同</a>。日本官方主張，未能除去的氚，只要大量稀釋，再排放入海，就不會傷害人體和環境。東京電力一再宣稱「安全」，處理過的廢水中氚濃度，其游離輻射劑量遠<a href="https://www.nature.com/articles/d41586-023-02057-y" target="_blank" rel="noopener">低於從紐約飛往東京的往返航班的劑量</a>。</p>
<p>有學者主張，排放核污水入海是必要之惡，或者根本毋須擔憂。英國樸資茅斯大學（Portsmouth University）的環境科學者Jim Smith認為，日本排放核污水入海之事，對太平洋沿岸國家的風險微乎其微。如果核污水留在場內，再次遭遇大地震，反而更危險。Smith指出，英國的塞拉菲爾德（Sellafield）核燃料加工廠（附註1）每年都排放400至2,000太貝克（Terabecquerel）的含氚核污水入海。（1太貝克=<a href="https://en.wikipedia.org/wiki/Becquerel" target="_blank" rel="noopener">1兆貝克=10的12次方貝克</a>）所以排放受氚污染的核污水，早有前例，不用擔心。</p>
<p>東京電力表示，每個正常運作的核電廠每年都會排放超過50太貝克的氚，排放核污水所釋放的氚會少於<a href="https://semspub.epa.gov/work/HQ/175261.pdf" target="_blank">22太貝克</a>。東電和國際原子能總署將持續監測該地區周圍的海洋生物和沈積物。</p>								</div>
